If your child is learning to swim in Singapore, you’ve probably heard of SwimSafer — the national water-safety programme. Here’s a plain-English guide to how its six stages work.

What is SwimSafer?

SwimSafer teaches swimmers of all ages to swim confidently and, just as importantly, to stay safe in and around water. Rather than focusing on strokes alone, every stage blends stroke technique with water-survival skills and safety knowledge. It was developed by the National Water Safety Council with Sport Singapore and enhanced in 2018 (SwimSafer 2.0).

Good to know: every stage covers seven skill areas — entries & exits, sculling & body orientation, underwater skills, movement & strokes, survival skills, rescue skills, and water-safety knowledge.

The six SwimSafer stages

Stage 1 Water confidence
Building confidence and independence in the water: safe entry and exit, forward and backward movement, submersion, floating, gliding, and general and deep-end water safety.
Stage 2 25 m swim
Unassisted step entries, sculling and feet-first surface dives, with personal water-safety skills. A key goal is swimming 25 metres continuously.
Stage 3 50 m swim
Stride-jump entries, sculling and underwater skills, and putting on a personal flotation device (PFD) in the water and swimming with it. Goal: 50 metres continuous.
Stage 4 (Bronze) 100 m strokes
Refining stroke technique and coordinated breathing in deep water, with throw rescues and more personal-survival skills. Goal: 100 metres of a variety of strokes.
Stage 5 (Silver) 200 m timed
The fundamentals of diving and deeper survival scenarios such as swimming clear of a sinking boat, plus efficient strokes over 200 metres within a set time.
Stage 6 (Gold) 400 m timed
The most advanced stage: a variety of strokes over 400 metres within a time frame, using clothing as a flotation aid, putting on a life jacket in the water, and the Heat Escape Lessening Posture (H.E.L.P.) technique.

How progression works

To clear a stage, your child passes two parts: a practical in-water assessment (assessed as fully competent) and an online water-safety theory quiz with a 90% pass mark. Since July 2025 both run on the national CAMS platform managed by Singapore Aquatics, and e-certificates are issued through FileSG. Most swimmers spend a few months per stage — consistency matters far more than rushing.

Where to start

Children are usually ready for SwimSafer from around 5 to 6 years old. Younger children can build water confidence in baby and toddler classes first.
